——ICAMA DG Sui prioritizes four working areas for 2013
The annual National Work Meeting of Directors of Institute for the Control of Agrochemicals was held by Institute for the Control of Agrochemicals (
ICAMA), Ministry of Agriculture (MOA) in Guangzhou from March 28
th to 29
th, 2013. ICAMA DG Sui Pengfei, MOA Deputy DG Zhou Puguo of Department of Crop Production, and Deputy DG Cai Hanxiong of Guangdong Agriculture Department attended and addressed the Meeting.
The Meeting requested agro-chemical control staff all across the country to follow the spirits of the 18th CPC Party Congress, the Central Rural Work Conference and the National Agricultural Work Conference, to live up to the expectations of Minister Han Changfu and Vice Minister Yu Xinrong, and to put forward effective and practical measures and work towards a new chapter of pesticide management with concerted efforts.
Participants exchanged work experiences on pesticide management work, analyzed the status and tasks of agri-chemical control, and identified work priorities for 2013.
DG Sui pointed out that ICA staff should organize their daily work around the MOA major tasks and take the following four measures for a better pesticide management system:
First, do the groundwork. The coming Regulations on Pesticide Management is an essential ground work for introducing reviews on pesticide efficacy, setting up MRLs, conducting risk management, and analyzing the status of pesticide use. Therefore, we need to speed up the preparation work of the Regulations.
Second, take concrete actions. Concrete actions should be taken to resolve the issues that are of the most concern to producers, such as addressing pesticide shortage for vegetables and
crops of minor use, regulating pesticide market order, and improving farmers' understanding on how to apply pesticide in a more scientific manner.
Third, deepen the reform and further open-up. We should continue our reform on pesticide registration, and pilot to provide differentiated service to different categories of manufacturers. Chinese pesticide enterprises should be encouraged to go abroad and have more cooperation and exchanges with their foreign partners.
Forth, build up capacity. The ICA system should be re-oriented towards new situation and emerging challenges. ICAMA and local ICAs need to take coordinated efforts, focus on policy design, integrate projects of the same kind and foster teams of talented staff for the purpose of enhancing the whole capacity level of pesticide management and
technical support.
DDG Zhou fully appreciated the work that had been done on pesticide management in the recent years, and put forward his requirements and suggestions for advancing modern pesticide management in the coming years.
At the Meeting, 10 provincial ICAs and 100 ICA staff were also awarded as Excellent Institutions and Excellent Individuals of 2012.
Over 90 representatives from MOA Bureau of Quality and Safety Supervision for Agro-products, China Association of Pesticide Development and Application and provincial ICAs attended the Meeting. ICAMA Deputy DG Liu Jiemin, Gu Baogen, Ye Jimin and Wei Qiwen also joined the Meeting.
